Are SMEs and the UK economy being held back by the banks?

Small and Medium sized businesses are the engine of the UK’s economy.   The UK’s economy should be getting back to pre-2009 levels, as the US seems to be.  But we are not.  Everywhere, there are horror stories of banks not extending loan facilities or lending money to businesses for investment in jobs.
